Though late, a good attempt was made by the literate class to participate in governance, dictated by one or two politicians who did not have even the basic knowledge on governance. Nobody in the world can say that me and my siblings alone know every corners of governance. The literate class wasted over 6 decades, still not repenting for mistakes over 6 decades. Indians are basically moulded by the classic barking figures till recently and now the literate class can feel their opinions are heard.
I aired my opinion in the past on city roads in residential areas, revising policy for possession of a motorised vehicle etc. The point was well taken by Mr Sadananda Gowda, a cabinet minister in GOI.
I could see, reduction in height of footpath edgings, introducing road edge markings etc. Licensing part is still pending, rest all inefficiently introduced. Hi, unless the inefficient staff leave or thrown out by the department, improvement may not be visible. GOI should target to kick out 50% of existing staff in managerial cadre followed by another 40% at least in the lower levels. GOI and the political party need not to worry about what the inefficient staff will manage if thrown out of job.
1.Yes, pay 25% compensation for one year and forget.
2. Put the lowest cadres on duty and observe. This should not be done by a HR company from India. Most of Indian HR companies are manned by unskilled manpower, hands in with the unskilled politicians commanding over many decades. more  

10. over 6 decades, we end up zeroing quality literacy, developing unskilled manpower in place of skilled manpower, developed schools and colleges in less than 1500 sft land areas, claiming growth in literacy, a negative growth in terms of essential manpower need to conduct most essential basic services in the community. Guess what those services are why not available today. In its absence, what alternastives are available etc etc. more  
6. Discipline is the basic elsewhere. People follow que system without saying, Common sense. here, even if displayed to stand in a queue, to avail services, it is conveniently neglected by the literates. Proof that we have majority uneducated literates in the society. 7. What about law enforcers in India?. Say the civil rights / criminal rules. Can anyone spell out that our police have the expertise. Similarly, can anyone mention that our traffic police knows traffic rules. The answer for both from me is not even zero. This applies to every cadre in government departments, needless to pinpoint the cadres having said every cadre. 8. The department heads do not know what they are supposed to do. Need to bring in someone who can work on it at least. Retirin g / terminating all dept geads is the desirable process and bringing in energetic persons from 3rd to 4th level in the heirarchy of the dept is the desirable answer. The guys know, he or she wont be there if do not perform. 9. spending on unskilled and inefficeient goverment staff is unwilled by the tax poayer. Pay is for the work. Cadre can enjoy with no pay and responsibility if the so called oldest, but the youngest party feels like. more  
Hi, don't be embarrassed. 3. An association in a small area should be identified for implementation of shortlisted actions for improvement. Big figures, if pronounced the dictated wordings are alright, else shokld be unceremoniously detached or thrown out. 4. Let us acknowledge the fact that we do not have teachers in India. yes, we have numerous number of facilitators in the name of teacher. That is the biggest, but negative achievement of one family in India proud off. 5. put your hand on your chest and speak the truth. That is if actions were right in the past, we should be comfortable. DO WE?. Look at other countries . Joke: If you happen to cross an intersection of a road in Tokyo, you are dead. no case againt the vehicle which hit you dead. more
