Technical Issues in Safe Sanitation

While the Government of India is making an all out effort to achieve not only 100 % ODF status but 100 % Safe Sanitation for Indians by 2019, there are many technical issues observed in the training programmes conducted.

When it comes to IEC, Triggering Tools, Post Triggering activities and ODEP, the trainers are well equipped and are doing a great job.

However, proper awareness, appropriate design and methods of construction are missing in the case of many trainers themselves. Many are way below in the required level of knowledge for conducting the training programmes. It would be ideal to have a set of fast track training programmes for the trainers which are to be conducted by NGOs and Engineers already established in the field of Safe Sanitation.

Further, training programmes, orientation courses and refresher programmes are necessary for the masons orking in this field.

It would be ideal to have a system of certification for masons in the line of electricians and plumbers to ensure appropriate construction of toilets.

These approaches can ensure the achievement the Government of India aims under the Swachh Bharat Mission. more

What value the certificate given by a mason will carry and how the mason will be held accountable for wrong certification? We must remember that our governments and their authorised agencies have utterly failed and shown lack of inclination in proceeding against the so called renowned and established entities for not carrying out the works as per specifications and failing in complying with the terms & conditions of the contracts. The masons are illiterate and poor and are completely dependent on the contractors for their daily works and are supposed to comply with the directions of their employers. Hence, it does not appear to be a workable suggestion. Moreover, the state governments are in the run to secure ODF status for their cities and states by hook or crock and to achieve this status they are not even hesitant to resort to falls certification. Under such an atmosphere, no other measure are likely to be helpful in making India a ODF state in real sense! more  
Proper technical training (theory and practical) is a must for skilled and semi-skilled persons for development, construction, regular cleaning and maintenance of the infrastructure built is a must. As stated a certificate course is the mandatory requirement under Skill Development. more  
ANAND GANESH Aiyars observation is 100% correct and I fully agree that.T Government is doing only a Lip service and the infrastructure required for a sustained Swach Bharat is not there. Not only Technical, Design and proper Engineering methods are not taken care, but also the Administrative , Operational, and Financial aspects are missing. In the Name of Swatch Bharat Abhyan only a Tax Terrorism is imposed. more
