Taxpayer’s Charter – Income Tax
Prime Minister announced a ‘Citizen’s Charter’ that the income tax department would be committed to consider the Assesses as honest unless there is reason to believe otherwise. PM said that the charter was a significant step to assure “fair, courteous and rational” behaviour from I T Officers and the tax department and will ensure taxpayer’s protection from any irrationality.
One of the purposes of a Charter is that a citizen can demand certain standard of service from the government body. However, anyone who has been to a government department once, will tell you what “demanding” anything from the concerned officer will get you.
The Ministry of Personnel had earlier clarified that the Citizen’s Charter is not legally enforceable and, therefore, is non-justiciable.
If the tax department does not follow the objective of the Citizen’s Charter, can one approach the court to get its grievance addressed? Absolutely not! Yes, that is correct, a Citizen’s Charter is nothing more than a wall hanging in every tax officer’s cabin that creates no pressure on the officer to follow its objectives.
Thus, what good is a document, the promises of which are not guaranteed to the citizen?
Local Circles are requested to take up the issue of a Grievance Redressal Mechanism for taxpayer with Ministry of Finance.

Our Legal and Judicial is not performing up to the level expected.1) Punishments must be harsher 2) Pendency of cases has be reduced drastically.For this more Courts/Judges can be provided.Adjournments have to be minimised. Cases can be grouped and each group of Judges can be given that particular type of Cases.This will result in to faster settellement of Cases.Corrupt Judges/Advocates must be punished in a timely manner,so that we have some what clean Judiciary. more

a young 23 year old sibling of a prominent politician in karnataka, posts an income worth 100s of crores within a span of one year... wonder which business would give that much return , especially to a novice... and in what area of business. yet the IT department are unable to pin him or his family down until date, only cases are filed, dates are fixed, extended, extended , extended, without any ray of decisive decision... this is how our nation progresses on the legal , judical front. more

We do our national duty of producing goods/services needed by the public; receive INCOME as reward and we are taxed on this. The more you produce/contribute, the more you are taxed. Is it a crime to do our duty as citizens and receive payment therefor. Allow us to contribute and do not levy any tax on the income received in return. We spend money to get services/goods by spending money--which is the real BENEFIT we get from the society. Do charge us on services we receive from the society. We in India last 70years manipulated everything! Here the Indian economy is meant for the politicians whatsoever nature. There had been serious SCAMS identified, NEVER HEARD, MOST OF SUCH CASES DIDN'T COME OUT WITH ANY USEFUL VERDICT. Modiji is trying for a fair administration, which is very much welcome, however, is it possible to change the attitude of administrative machinery? Central govt controlled customs department, who are at duty at Kerala airports, if we look at the smuggling of gold, it had been very high. Even the Kerala Education Minister smuggles Koran and no one is sure, in the place of Koran, whether gold is smuggled! Why the Customs Deptt didn't act, as these smuggling was meant for funding terrorism! Last one year, Trivandrum airport alone underwent 23 times gold smuggling, oly the 23rd time customs snatched it. Our Administrative machinery is very INEFFECTIVE! today I have seen a statement wherein CMs are taking salary around 5 lacs, and some states 1lac and above. Kejriwal 4.5lacs salary....what is his efficiency in running Delhi Administration! What I propose here, we need CHANGE in RULES every walk of LIFE....Now that BJP got majority to manage these legislations, its high time to implement one by one. Terrorism must be rooted out from our soil once for all. All terrorism supported parties must be sidelined and barr from contesting. Yes, only EFFECTIVE LAWS can change our country. Sitting on our shoulder, and eating our ear, no no....this must need a CHANGE! Tax payers of this country, who are only in single digits, must be given some priorities and honourships, this is never practiced in our country, rather harassing them! Anybody listening! more
