Agreed.Civic sense is of utmost importance.Even China is much ahead of us.No more debate and wasting of time.Simply follow the Japanese(most successful model) and start from the primary schools.These little ones will bring the revolution and teach their parents and elders.AFTER ALL CHILD IS THE FATHER OF A MAN. Another Evil is The vote banks created by the politicians is destroying every developed area from Central Delhi to any corner of the country and making life miserable of every citizen and nothing is maintainable. more  
If the authorities concerned who want to see INDIA grow, then, they, the people who hold the power, the revolving chair, can see where wrong is being done. These people should become honest and sincere in their daily cores - their duties to the nation. Again i would say " a good hard core training of CIVIC SENSE has to be imparted " to each and every INDIAN citizen. He should be made to think -- sleeping, eating, walking -- that INDIA belongs to him. The Road, Bus, Urinal, Bank, Office.... i like to say everything he needs to use in his daily life belongs to him, so plan / think from today not to destroy it. It is his money, his property, so save it and ultimately save himself and grow. This will come with CIVIC SENSE, CIVIC SENSE and ONLY CIVIC SENSE.
