1. Municipal corporation must instal un-removable (but easy to tilt for emptying into garbage trailors) garbage bins every 50 meters on every street in every area of every city. Only then people will throw their garbage in the bins.
2. Safai karmcharis have to clear out the garbage twice every day. Any karmchari found not doing his / her duty should be suspended from service.
3. The garbage should be sent to Incinerators to be built outside the city limits. A number of such incinerators have to be built - maybe on PPP basis. These can also be used to generate some electricity into the grid.
4. Once the above 3 items are in place, corporation can start imposing a small fine (say Rs 10) on anybody throwing anything outside the bins. more  

1.Fine of the tune of rs !0 is a mockery and we indians r of a tendency that they will pay 100rs in advance for throwing again.......Fine should be such that it hurts commonman.....like in Singapore where u have to pay 500$ for violating the law. 2.Moreover the law enforcement people should be dead honest and responsible for cleanliness of that area...... more

Having too many incinerators may have serious environmental impact. So an alternative to this would be helpful. more
