Swachh Employment Opportunities Suppressed !

Swachh Bharat : Employment Opportunities Suppressed

Municipalities of Urban & Semiurban localities may not be self-actualising themselves in the wake of the all-India Swachh Bharat transformation currently underway with full force all over India’s East , West , South & North . Perhaps , this amounts to suppression of employment scope with opportunities all over India , legally speaking on the part of the Municipal setups and also it is going mass-unnoticed despite the wave of Swachh Bharat . It has just now run across my mind perceiving the scope of employment opportunities for the seeking and needy men and women in the context of Swachh professionally .

Under the jurisdiction of Municipalities are falling the Residential Cooperative Housing Societies in the localities called municipal wards for supply of Water basically and Electricity to the Societies to run the households . An household is thus recognized for purposes of Water & Electricity undoubtedly . But , the point of difference is that the same household is not recognized by the Municipality to collect the household’s daily generated Kachhada ( waste thrown into a dustbin) directly from the entrance of the Flat / Apartment in the Residential Society . Why ? Why ?? Because , the reason is that the kachhada is a private kachhada of an household and so , not to be lifted by the Municipality directly from the entrance of the Flat / Apartment . Moreover , for the Municipality , such kachhada is not a public kachhada at that stage .

However , when the Housing Societies employ private kachhada workers on monthly Salary-basis to collect kachhadas directly from each residence daily in the morning into a giant dustbin and place it outside the Building / Society entrance , then , it becomes public kachhada for the Municipality which the municipal workers with vehicle picks up willingly daily and go away .

Now , private kachhada, thus becomes public kachhada for transportation–purpose for the Municipality .

Actually , a local Municipality could organize private-kachhada pickup daily from Residences in a Housing Society on monthly salary basis through such employment-seeking needy men & women and the amounts so spent obviously collected from the Housing Societies through Property Tax Bills or Water Charge Bills under the accounting head of Sweeper Charges . This type of organization of sweeper-services could have created the following cadres of Sweeper-employment –opportunities at the Municipality .

Junior Sweeper ; Senior Sweeper ; Head Sweeper ;

Officer for Sweepers / Manager for Sweepers

Accountant for Sweepers / General Manger for Sweepers

Therefore , why not bring about the Swachh change in Municipal Policy ? more

I do not agree with this opinion that Swach Bharat Mission is curtailing employment opportunity for this job work. The fact remains that despite all these efforts the litter ,filth and malba continues to be seen at most places . There is no scope as the concept is only half the truth. House holder thinks his waste is local bodies only. Society custodians are house holders only. Local bodies are we only. Elect a Corporator, ward member who is from any local housing society, the issue raised will be resolved. All the jobs you referred are there even now and outsourced to manpower/labour suppliers, a very important employment exchanges in India now. Ask the Corporator or any local political leader, who heads such labour/staff union. They won't leave any opportunity to others. more  
Gst payment to govt should be quarterly in stead of monthly as we are small business man we are not getting any from my customer in time so total system is not improving what govt is doing those who are not giving payment to their vendor .
