Stray animals are the cause of accidents and nuisance causing and their owners are least bothered. These animals should be kept in the border area built animal pounds and should be used for the purpose like farming, producing milk and their owners if want them back then let them pay at least half of the cost of animal for a particular period after that the penalty should keep increasing.Besides this these animals can be given to the registered "ANIMAL RAKSHAK"to look after them.Once it is done no stray animal will be seen on the roads more
As for as stray dogs are concerned I understand funds are given by the Goverment to sterlise the the dogs, to the local bodies ,this funds utilisation should be monitored As regards other animals are concerned , keeping them should be licienced ,if such animal is caught on roads the owner should be fined heavily Unlicienced animal after catching shound be handed over animal mloving organisations to take care of them more
