Let's not confuse straw with stubble.
Stubble is the hard part, that has roots in the earth and is only a few inches above the ground. This is very difficult to uproot and costly too. The farmers go the easy way and burn it, thus creating smoke and particles pollution. The stubble burning also kills all the good bacteria in the top soil of the farm, making it unsuitable for farming, which is compensated by adding chemical fertilizers.
PUSA institute has already developed a formulation, which changes the stubble into in-situ compost which is totally organic.
The farmer need not dig out or burn the stubble. Simply put some bacteria infused water on the stubble, which then degenerate and become fertilizer itself. more
