Food standards are formulated by FSSAI. These rules are compulsory. All packaged foods must conform to these legal stipulations.
BIS/AGMARK are also formulated by government agencies. These are GRADING standards. A packer may or may not adopt/subscribe to theses rules. Once in a while FSSAI may require a particular food item to subscribe to either BIS or AGMARK standard also in addition to its own.
