Slush from the Storm water drains :

* Collected and put by the side or in polythene bags .
* kept till the drains are cleaned in a locality .
* it is definitely an improvement over the previous practice of just dumping on the road side. Thanks to the citizens active participation in making the civic authorities to perform the expected duties.

There is chance of getting back to the drains when it rains .
# But this is kept till the entire cleaning is over in a ward . May be 2 weeks .
# Exposed to vagaries of the climate like rain and wind.

Suggestions :
@ As and when the drain is cleared it should be put into bags and cleared the same day .
@ That will avoid the slush going back into the drains and making a mockery of the efforts and expenses.
@ This is a good source of manure without stink , so could be utilized in Parks and Nurseries.
I think the whole India should follow the model of Indore Municipal corporation in segregation of Garbage.

I have seen the drain cleared at many places with slush dumped just next to the drain. In due course the same goes back into the drain since it is not cleared for many days. A exercise in futility unless the slush is immediately removed from there. more  
In theory, municipal drains are meant for handling rain/storm water only. However, most of the towns face the problem of several types of wastewater enetering the drains thereby overloading them. Further dumping of solid wastes in to any open part of the drains by irresponsible citizens complicate the issue. Carrot and stick policy may work. There are people's representatives (MLAs and MPs)organising cleanliness contests among residents' associations successfully in our state which has serioos positive impacts. more  
Mr.Daniel , I have not seen any drainage in near by in Delhi . If at all it is covered and never cleaned . There heaps of garbage is shown by media have you noticed , how it happened why it ? Local body /authorities not taken care ? Where you are and what are your expectations I don't know . Our leaders for their publicity sweeping a clean area or dry leafs with hundreds of staff and chamchas doing drama . If any of normal person tries no one comes in support as Shailja Bhattacharya rightly questioned . Now i I am convinced that we are also formal and trying an impossible task , I think until and unless we will not start from our house to top boss with our full participation for cleaning it is not going to improve . more  
I am strongly against corruptions but i am helpless to do something as i have got no powerful back simply expreessing the view otion to be given the circler writing will not do the purposes.....the right powers & action is to be needed....I may be wrong it is according to my opinion... more  
Ms. Shailaja , Local peoples participation mainly bringing to the notice of authorities ; through on line complaints. And through media write ups. "The Hindu "newspaper has a weekly supplement - 'Down Town ' that encourages articles substantiating with photos . Effective to some extent . Also in this case the clearance was done in the wake of Dengue Fever incidences and deaths that have been highlighted by the strong opposition. more  
There is little chance of our community sanitation - improving due to the attitude of the local body authorities. more
