One major cause of road accident is "Drunk n Drive". So government should make strict rules for the peoples who are drunk while driving. For such peoples government should not only charge huge fine but also siege there vehicles for period of one month and restrict them from driving any vehicle for the period of three month by seizing there driving license. If that person found again drunk while driving he should be ban for six months and his vehicle should be siege for month. There are rule but they are not strictly imposed by state traffic police. more

Any increase in the fine will increase the under arm payment of Traffic Police proportionately for letting them off. 20% of the drivers, even could be more in percentage i.e. teenagers, do not have driving licence. Even if it is seized, there are thousand and one ways to make a new one from different states. Best way is to - Deflate one tyre on first offence, two on second, three on third and so on. more
similar rules are followed in western countries. I have seen in Germany, once they challan a vehicle the same vehicle can not be taken out for a certain period. same is applicable for the person driving. They are forced car pooling as their car goes on hiding for a period. more
