Our thoughts apart, we Indian always doing things unknowingly in subconscious mind because we have never believed in or shown courage to improve . Punishment is not the solution to it? we have to find cause root , stop cultivation of Pan or all such things, initially there will be strong opposition but that's is only way to teach people . increase taxes to the cost so much so that people could not afford it! Cultivators should have special drugs control licence formality .First punishment can forgiven, second with your suggestions and finally those persons name should be publish on street posters close to his residence area . The disadvantages in relation to health issue should be presented at village level through documentary film. Gao Pradhan (Gao Panchayat) need to be trained for implementation of this programme effectively. more  
Lack of education is the culprit. The subject should be taught to children by parents and then consolidated in schools, taking pragmatic steps. more  
Govt. will have to work with children, especially girls, in schools. They must be told as to how open defecation has adverse impact on their health. There must be toilet for girl students starting from primary schools. Don't expect that everything will change overnight. Even retired employees from urban areas should be encouraged to adopt Govt. primary/ middle schools. They will be able to better interact with elders in villages. Even it will have positive impact on improving quality of education. more
