there are a few points to be considered:
1.like in germany,the survey of properties should be conducted using drones;this will help the corporation/municipality to fix taxes accurately.the tax slab should be transparent and tamper proof.
2.collection/payment of property tax should be on par with arrears of land revenue;after the time limit,the offcials should write to the banks informing them to remit the tax amount from the account of the owner.
3.the corporation/municipality should demonstrate to the local area citizens that they are concerned about the maintenance of the area and the local area citizens should be part of this.no local politician should be involved in this process. more

Keeping the area clean, proper parking of vehicles on the roads, proper usage of platforms, maintaining underground waterways, coordinating with EB, Telephones, Cable operators, one way - two way passage of vehicles, laying of roads in such a way to avoid water logging, are the prime duties of corporations. Let them do their duties properly and then make the citizens follow. more  
Why municipal authorities are not taking action against defaulters of property tax? Why judiciary is admitting such cases and drags for years? Why municipal authorities give deaf ear to complaints on property tax? In the first place if municipal authorities give a patient hearing and resolves complaints there will be no frustration among aggrieved house owners. Defaulters are two types- who are having money but do not want to pay without some litigation and people who genuinely not able to pay in time. First type of people should be dealt with ruthlessness and second type with humanity. more  
Great consistency of practices by municipal authorities in whole of the country is in existence. It looks like a dream if we expect service oriented approach in our country for the benefit of common citizens. more  
problem in our country is not lack of knowledge on what to do or how to do but (a) the lack of commitment and integrity to do what is needed to be done among elected reps and officials (b) high ignorance level of the masses who are the vote banks and whose vote (street support) can be lured through very low cost means such as with money or materials, that also helps the elected representatives to get away with crime as the numbers are with them (c) lack of integrity among officials who can do but tend to take the easy and lucrative route of colluding with elected reps and taking their share of the booty (d) deep rooted corrupt mindset of politicians, officials, middle men and the general public. We don't even feel guilty to take the wrong route if that suits us. We are so selfish that we just want our space to be clean and our personal needs to be met at least cost without realising that unless we come together to set right the larger society there will not be lasting solution to our problems. Who wants to bell the cat and why should one do that? We are happy with the way things are but for some occasional whining comparing with advanced and clean societies ... more

Mr. Subramanian. If any honest citizen raises his voice against our corrupt system, he will be silenced, that is why honest people do not want to get into trouble and mind their own business more
