Property Tax Collection Improvements
Below are your recommendations on what should be done to improve Property Tax Collection. Since the last discussion six months back, some ULBs are already implementing some of these, however there is a long way to go. Kindly review them and suggest if there are any more specific solutions that must be incorporated.
Improving Property Tax Collection
1. Not paying property tax should be made illegal
2. People should be educated about the importance of paying property tax and its link
to cleanliness in their area
3. Property tax should be made a community objective and tracked at a ward level (At
ward level, municipal resources available should be made proportionate to property
taxes paid). This will drive the payers in an area to chase non payers for a
cleaner/better ward
4. The information of defaulters should be published in circle or on a public forum to
drive transparency and accountability
5. The RWA could be assigned the task of collecting the property tax from all the
residents and depositing it with the authorities
6. Property tax should be included in either water or electricity bill once a year at fixed
interval
7. If not paid at the stipulated time, water or electricity should be disconnected as the
case may be
8. Steep fines should be imposed on not paying property tax on time
9. Penalty should be applied on paying the property after the due date
10. CCTV cameras should be installed in the department offices to catch the bribe takers
and givers
11. The process of paying and tracking property tax at property and ward level should be
made online, simple and user friendly
12. More desks should be opened at the municipal offices to pay property tax
13. Tax collection desks should be opened at the specified time and should be manned
through the day
14. There should be set parameters to calculate property tax payable for each property
15. The property tax collection system should be computerized and should be linked to
the Registrar of Property database
16. The rate of property tax should be reduced and the scope expanded
17. Nationalized banks should be authorized to collect property tax
18. After the expiry of certain period and proper notice the tax arrears property should
be auctioned to collect the tax
19. Concessions on interest should be given to the past non-payers and encourage them
to pay the dues
20. The loyal property tax payers should be rewarded by giving some discounts
21. Unpaid property tax should also be liable for heavy interest penalties
22. No sale/lease/renting out deeds should be registered if property tax is pending
23. Contact detail of people who have vacant properties should be updated. email,
mobile, permanent address, passport number etc. so as to track them and send the
outstanding notice
24. The municipality should release a statement every year showing the amount
collected and how it was spent. more

There are problems with some municipalities regarding property tax collection. If commercial property is given on lease municipalities collect some extra amount as property tax. At the time of taking commercial license the leasee submits the lease deed and municipalities increases property tax according to lease amount but once the lease period expires they charge the same increased amount from the owner for the vacant property too. more

Above all we have to make sure the portal is working for online payment. IN my case I have requested them to activate which I promised but it was not done till the last date this is at Tamilnadu-Chennai-Zone 8- Sub div 106. Atlast we have to pay thru the long queue what is the point of having this facility when it does not allow to use them? Pls address this also. I was able to use last year but not now? more

Hi guys there are some hospitals not paying proper tax.... They do dammi bed on system (Computers).... For example bed no 204 and 204A, 204B There is only bed is available 204 and there no bed in Ward 204A, 204B This is for all hiding from government. Government reserved bed for poor people.... When incom tax ride came they show loose in business....... Bed + Bed A + Bed D it's 3 tims. means... if they have 800 bed system shows 2400 beds.. Which is 1600 beds not available....... This is running in big hospitals...... more

It is good that some Municipal corporations are giving discount if person pays in April it self. In a building , where flats are there, the defaulters (more than 3 years) should be put in the notice boards of the flats. It is a kind of social stigma made to defaulters. I think the tax structure is also made rational. In visakhapatnm, i have observed the property tax levied is less for three bed room flat than the two bed room flat. Because people are managed to make the tax less. It is very much visible. some monitoring and rationality is required more

To improve the property tax, Government has to make law to give full power to the high courts and supreme court for collecting tax from all political leaders and their various business. Income tax dept has to seize all properties of all political parties leaders. is it possible? more
