Poor hygiene in Government hospitals in India -answers needed

Many common citizens are reluctant to visit and get admitted to government run hospitals even teach Ing hospitals.
The apprehensions are justified due to casual.attitude of doctors ,staff,nurses and specially infrastructure lack.
But a wellmotivated govt can administer them with perseverence,h elp,funds,motivation and incentives.
Lastly thinking out of the box .
Main culprits who are defeating the aforementioned governments policies are corrupt officials,doctors,politicians locally and class three and four staff.
Notably the last two categories are recruited locally with politucal,family connections.They are not transfer able ,form unions go onstrikes if the they are admonished for lack of performance.
The poor hygienic standards are due to these unions and it's patronage by local politicians.
The answer is 1- abolish all class three or four post s2- go for contracts renewable after every two years 3- review performance of agency 4- oh I give action fuel-efficient in the form of termination of contract or contract money.
In other countries all cleaning,maintenance,gardening and security is by private contractors .
They run efficiently and the results are as good as corporate hospital maintainance
India should change ,rusty old timers,policies are discarded.
A dept of quality assurance is needed in every hospital to evaluate its performance of health care givers. more

Before Mr Modi's Swatchh Bharat Abhiyan,most of the Indians did not know the Importance of Cleanliness.Unless an element of Cleanliness is imbibed in Citizens,we can not expect gimmics. more  
As long as there is political interference, corruption, nepotism and poor or no training in the field of hygein and sanitation situation is likely to remain the same . All these issues need to be tackled to bring improvement therein . more  
Not only hospitals but also for keeping any office, shopping/residential complex etc. etc. clean and sanitised at all times should be outsourced to start-up companies. And these are available in abundance everywhere. Start-ups need recognition and success and hence they will have to be efficient, especially in face of the competition. ONLY TAKE IT OUT OF 'PUBLIC' HANDS!! more  
We may make it a poll issue. more  
GIVE GOVT HOSPITALS FOR PRIVATE MAINTENANCE, AND THE GOVT WILL PAY THE BILLS, more
