PM KUSUM SCHEME

PM- KUSUM scheme brings bigger laurels and is better than a farm loan waiver. However, farmers do not get the benefits as some states have been slow to implement due to poor fiscal health.
1. I would like to share my experience and the problems being faced by the farmers to get solar pumps under the PM KUSUM scheme.
2. Firstly I thank God that I have recovered from a serious illness as we both were tested +Ve, rejoined my friends to work together with them in the spirit of building our nation.
3. Punjab state had asked online applications for installation of Solar Pumps on a first come first serve basis.
4. It took 4 days to upload my brother’s application due to the website taking too long a time. On enquiring Joint Director PEDA said that due to poor fiscal, the scheme is launched for a limited number of solar pumps after a long time. Due to a steep hike in diesel prices, every farmer is applying for a solar pump result website responding slowly.

The project that needs a priority for allotment of solar pumps

1. Allotment of solar pump for bore well and drip/sprinkler systems benefits only one farmer to irrigate and increase his income.
2. Whereas allotment of solar pumps used for pumping out water from seasonal rivulets, rivers and ponds for irrigation which recharges the depleting groundwater, helps to increase the water table, benefits the farmers of a larger area.
3. So to recharge the groundwater, I helped my brother who has 4 acres of land to set up 5 HP 2 diesel pumps having 4-inch discharge rate each, used for irrigation from a farm pond filled by a seasonal rivulet (choe). On my advice, he provides irrigation to farmers near to us, because I pay the cost of the diesel that irrigates 50-60 acres of land through the underground pipeline and recharges the groundwater. 4. Now I find it difficult to provide high-price of diesel because I help and donate part of my savings and earnings from 4 acres of land to Covid affected families and homes for the destitute in my village.
5. Many farmers pump out water from seasonal rivulets/rivers for irrigation, but they face hardship to run diesel engines due to the soaring prices of diesel.
6. This project results in the water table have increased and dried shallow tube wells up to 30 ft are revived in my village. Otherwise, they use 15 HP motors to extract water from 550 ft deep bore wells, which cost more besides depleting the water table. They grow vegetables, green fodder, forest farming besides wheat and paddy. Most importantly area under the green belt has increased in the vicinity of Mohali
Suggestions
1. Allotment of solar water pump used for pump out water from seasonal rivulets, rivers and ponds for irrigation should be given priority as this recharge the depleting groundwater.
2. Allow shifting of solar pumps as this can be fitted on moving trolleys and used in shallow bore wells and village ponds when seasonal rivulets dry up. During irrigation off-season, this can be used for electricity in homes that will be monetary benefits to the farmers.
3. For allotment of solar pump for sprinkler/drip system, a certificate must be issued by the concerned authorities
4. Defence personnel should get a quota for the allotment of solar pumps as they are helpful to others and irrigate the fields near to them.
5. One more column i.e. project report for pump out water from seasonal rivulets and ponds duly signed by the village Sarpanch be added in the application.
6. The Centre should help the states with renewable energy whose fiscal health is poor.
7. Increase renewable energy share in the farm sector

Direct financial support to those farmers who recharge the depleting groundwater

1. The centre should provide direct financial support for the installation of solar pumps to those farmers who pump out water from seasonal rivulets (choe), rivers and ponds for irrigation that recharges the depleting groundwater.
2. This will help to increase the water table and benefit the marginal, small and landless farmers to irrigate their fields.
3. This will decrease the cost of irrigation, increase the income of the farmers of a larger area, achieve food security, mitigate the climate crisis and conserve the environment besides contributing to the national economy.
4. Most important this will show youth the importance of moving back to the fields than seeking opportunities in big cities more

Solar pumps implementation for farmers is essential to protect the environment against pollution. There must be an alternative to stubble burning that prevents pollution as well. more  
Production Profitability cost of Fuel are most important more  
Pollution was the big attendant consequence in burning diesel that earlier governments too promoted, until now when subsidies on the fuel were removed. Diesel high prices good as this incentivises switch to the good welfarism of renewable energy and thereby, along with being sustainable helps clearing the pollution. Kudos to government for PM KUSUM scheme. more  
Every State must implement boosting Aatmanirbhar Packages and NEP to improve Livelihood status of majority who are still suffering after 70 Years independent Rule. more
