Plastic Waste Mgmt Rules Amended

We are pleased to share with you that many of the inputs submitted by you on reducing plastic waste have been incorporated in Plastic Waste Management Rules 2016.

Under the new rules, individual and bulk waste generators like offices, commercial establishments, industries have to seggregate plastic waste at source, handover seggregate waste and pay user fee as per bye-laws of local bodies. Also new rules have been added to make persons organizing publc events like marriages, religious fatherings, public meetings responsible for managing the waste generated.

Also the minimum thickness of plastic carry bages has been increased from 40 microns to 50 microns.

Attached is a copy of all that is new in rules 2016.

The laws & rules are the best on the paper without implementation at grass root level. The examples are many. All the best rules & laws passed by the government will not be in practice & implemented by the top ranking bureaucracy.No surprise checks, inspection reports at field level on the implementation of rules. The bureaucracy is stinking at all levels & is impotent without actions under the influence of money, power & politics. more  
All the developed nations are using at least 10 times plastic packaging per capita but we do not see anyone throwing or littering in public ...due mostly to Placement of Large Number of bins of at least of 4 types having labels of food , plastic , metals etc etc. This has seen by many of us who have visited these nations. So let us all work towards Litter Free nation more  
It has to be responsibility of Garbage bin placer that these bins need be emptied regularly into the Municipal Solid Waste Management system failing which heavy Fines should be imposed including temporary suspension of Registration. Management of Garbage should be declared collective responsibility of every citizen , every establishment , every organisation and Municipal Solid Waste Management body should help and guide them to reduce the MENACE of littering . Let us understand our limitations of Modern Living and take to healthy and hygienic way . Let there be Zero tolerance on littering and let us aim at highest segregation and collection and processing if waste by scientific methods. Govt . bodies and environmentalists should become practical , banning all is reactive where as managing and becoming clean is responsive . more  
Welcome new law to regulate use of carrybags and other non biodegradable packaging. Although packagings based on plastic raw materials have all the plus points except non biodegradability . However at present there are no other alternative s which are better hence all the plastic packagings can not be stopped. In view if this it is highly recommended that there has to a large quantum improvement in the post consumption plastic waste management on the lines of developed nations . First and foremost there has to be total clampdown on littering of all types of waste including plastic packagings waste. For this every home , every office , every shop , every eatery ,every institution every college , every school and every public place should have ENOUGH NUMBER Garbage collection bins placed conspicuously . These Garbage Bins have to be of two types First for Degradable waste of food and natural garbage and Second for non biodegradable and recyclable garbage. The latest Plastic Waste Management Amendment Rules 2016 has not taken into consideration this point. Hence the Rules must be Amended to include section on Ban on Littering by Public in common places such as Roads , Passages , Balconies Staircases and / or every conceivable place where people thriw garbage . Strict Enforcement for providing Garbage Bins. So that people can lodge their garbage or waste in nearest bin. There has to be an analysis or study for recommending the size of Bins based on sq ft area or number of anticipated footfalls in that area. more
