Paying for cricketer medical expenses from tax payer money

How can the CM of a state make a decision to pay with tax payers money, the medical expenses of cricketer Rishabh Pant who met with a car accident doing a 110/km an hour. How can the CM even have a right to make that decision?

Shouldn't the tax payer decide that??

What applies to Uttarakhand should apply to India and every chief minister so let us have a national dialogue on this please.

For Publicity or CHEAP Political gains, Politicians are spending Tax Payer's Money, Left, Right and Centre. In the name of Revadi Culture or Freebees. This must Stop. Rather Tax Payers must approach Supreme Court and this must be stopped. more

Capitalist's luxuries, wherein such luxurious facilities already exist, and in such cases get utilised. No one needs to create such hospitals any more, that decades back were non-existant. more  
If it is other game player ,it can be understood to some extent. But it's cricket, which give them lot of money. It's a self made accident. more  
All such expenses which are not welfare of residents must be Governece with some regulations. more
