This system has been going on for a long time. Lok Adalats reduce the traffic fines by 50%. This is a standard practice. Those who know this, they don't pay the fines on the spot or thru' bank within 7 days. They wait for the Lok Adalat. Request Local Circles to take it up with the concerned authorities for a full proof system. more
