Now Cancel Reserved Tickets at General Counter

As shared via some of the citizen whitepapers, Ministry of Railways has decided to make ticket cancellation easier such that one of the UTS counter at the existing PRS ticket booking locations shall be converted into UTS cum PRS counter only for cancellation and refund of PRS. Counter tickets during the non-working hours of PRS counters at stations or in case of non availability of current counters at the station.

Ministry of Railways decides to enable one of the UTS (Unreserved Ticketing System) Counter into UTS cum PRS (Passenger Reservation System) counter at stations only for refund of PRS tickets purchased from counters (PRS counter ticket)

These instructions shall be implemented w.e.f. today i.e. 01.12.2015.

Cancellation and refund of PRs counter tickets shall be made across the earmarked UTS cum PRS counter (only for refund of PRS counter tickets) beyond the working hours of existing PRS counters or current counters as per refund Rule, under the following circumstances : -

(a) Refund shall be granted as per refund Rule

(b) This facility shall be available on the tickets for those trains whose scheduled departure time is within 24 hours from the time of cancellation of tickets.

(c) If current counters are not available at the station or no PRS counter is working beyond the working hours of PRS counters in that case PRS counter tickets may be cancelled and refund may be granted across such nominated UTS cum PRS counter.

(d) In no case during the working hours of PRs or current counters of a particular station such refund shall be granted across UTS cum PRS counter.

(e) (i) Cancellation ticket shall not be issued in this case and original tickets shall be retained by counter clerk as is being retained at PRS counter for accountal purpose. No UTS roll shall be utilised for this purpose.

(ii) However, if on one PNR all the passengers (say 6 passengers) have confirmed accommodation and out of 6 passengers two passengers do not want to travel and cancel the same in that case new tickets shall require to be issued. For such tickets the printer of existing PRS counters may be utilized.

(iii) If the passenger has already provided mobile number, SMS on the registered mobile number shall be sent for refunded amount. Passenger shall also be asked to provide the mobile number in the cancellation form during the time of cancellation to send the SMS for refunded amount. Adequate number of cancellation forms shall be made available at such counters. more

Railway should start reservation of tickets/cancellation on line, with credit/debit card. as done by Airlines. cancellation will automatically, return the amount to card holder account, minus charges. Millions of passengers, doing on line booking will benefit, and less people at railway stations counters, reduce corruption, reduce man power, less rubbish, dirt, more clean stations. more  
It is highly advisable to check the ID proof of the passenger who is cancelling the ticket at the counter if he/she is cancelling a manual ticket. Few months before at New Delhi Railway station one family of 4 members they are travelling from New Delhi to Kerala, after few minutes of them occupying their seat one gentleman in Railway uniform approached them to check their ticket. At the same time the train started moving, the so called TTE rushly went out and ran away. He was a duplicate TTE. After one hour he cancelled the ticket and put the money in his pocket. The original TTE asked the passengers to purchase fresh ticket to enable them to travel. more  
If the Railways are really interested in making the travel in Indian Rails pleasant and memorable in long distance trains, they must follow the following suggestions : 1. Each and every reserved bogie (whether Sleeper Class, Chair Car, AC Chair Car, Ex. AC Chair Car, AC 3 Tier-2 Tier & 1st Class) must have an individual TTE cum Attendant to look after the comfort/amenities/safety of the passengers and drive out unwanted people from the bogie. It was a practice long ago followed by Railways but discontinued by the greedy politicians acting as Railway Ministers to show profit and earn vote bank !!! 2. No person should be allowed to board or travel in any kind of reserved coach without a valid reserved ticket. Persons with daily tickets or monthly tickets or with railway pass or with general ticket must not be allowed to board & travel in any reserved coach of any class. If only these suggestions can be adopted, I think the Rail Travel in long distance trains would be most pleasant and safe one and passengers would not mind paying 10-20 or 50 rupees extra for providing these facilities.
