This is usual practice of Tax Department staff. Nothing should be paid. One refund order is passed they have to refund the amount within speculated time frame. If they do not pay in that period you can directly complain to Commissioner GST of your area. Submit your bank account details and they will transfer the amount to your concerned bank account. In some cases Tax Practitioners and Department staff jointly fool the tax payer. In case if you one does not get refund in time or feels that his refund deliberately held up then along with filing a complaint to Commissioner, RTI application should be filed asking for pending refund orders for that period. This trick works like miracle. more  

Instead of giving Bribes matter should be highlighted to Finance ministry & PMO. These culprits will not able to hold refunds for long period. We have to fight corruption strongly. more
