Municipality-Community local connectivity

Dear all:

Expanding from the current 45 local Swachh Bharat circles at constituency/city level, we hope to have a Swachh Bharat circle for many more urban constituencies of India in the coming months.

Once that is accomplished, we would like to invite the respective urban local bodies to their respective Swachh Bharat circles.

Kindly advise if your local community and your civic body were in the same circle, how can problems be raised and addressed effectively without overwhelming the civic bodies.

We know the challenges in this process will be many, ranging from connectivity, IT trained personnel, understanding of English, ability to respond etc. We also want your views on how this can be implemented effectively with Ministry of Urban Development, the local Swachh Bharat Circle member community and the local civic body all playing a role.

The idea really is that Citizens can report common areas with garbage/cleanliness/waste management issues, the civic bodies come to know and address it and the community holds them accountable while assisting them where possible.

We look forward to your thoughts!

A good step in building primary structure ,hope the growth day by day towards transform. Community Local Connectivity is related with the local communication with the policy makers such as Councilors' Chairman who has a great rule in connectivity with the citizens of municipalities but there are a huge gap in the real relationship with the tax payers. For this reason a ward committee setup for clear ward headed by Councilors within his ward to clean his ward more

In Mumbai, ALM (area local management) teams of concerned citizens in different wards have been helping / working with civic ward-level bodies to monitor and help implement specific measures. This is an example worth implementing across other municipalities as well. The concerned citizens may be selected out of those already participating in Local Circle at the concerned ward. In smaller cities too this may be the model to be followed. However, participation in the ALM may be limited to - say - 1 year - with provision for other persons to enter the team and for those not participating fully to be replaced. This will help hugely in monitoring, keeping civic workers accountable and active involvement of local citizens in spreading awareness as well as implementing measures that may be seen as "unpopular" to some. more
