Middle class GRAP-pling with unfair pollution rules

I have written before on this. Pollution in Delhi NCR( including Gurgaon, Faridabad, Noida) has to be dealt with in a way that doesn't hamper car owners of BS3 PETROL and BS4 DIESEL.
The owners of these cars have to literally see their cars rotting away every now and then. If they are not driven, these cars will deteriorate and their batteries will run down.
As I have said before, the middle class cannot be forced to change their cars within a decade or so. They can't afford it. Retrofitting to permit renewal of registration should be allowed. Indeed, it should be the right of car owners. Think of the huge piles of junk that will accumulate if cars are written off in this manner.
This is neither environmentally- friendly nor pocket- friendly.
Pollution-reducing measures such as smog towers and other things should be introduced quickly in Delhi NCR.
In the absence of excellent first and last mile connectivity and a public transport system fit for the middle class, GRAP-ing the national capital Territory cannot be done. more

What about Senior Citizens who own the cars. Their Cars runs very less but it is required by them as compulsion. Their Cars must be totally exempted from all restrictions. more  
Rather than tackling the source of pollution, cosmetic measures like smog reducing towers, odd-even driving and knocking off good vehicles which have aged are being used. Its a shame that despite years of research that the cause is stubble burning, nothing is being done to address it. If steps had been initiated, by now things would have started improving. Delhi and other parts of the country were not like this 15 or 20 years ago. more  
I do not agree with installation of more and more smog reducing towers. But cars that meet Exhaust Standards, should be allowed to function. Exhaust Testing c be made more effective and has to be the final instruction of run or not to run any vehicle. Not a general rule of BS3/ BS4 etc. more  
If a car has a PUC certificate, does that not mean it has passed fitness? Adding on more torture through any other checks will lead to more anguish for the middle class.
The government has to think of better ways. more  
Think of the car makers (suppliers) benefiting from junked cars and forced car demand winsomely causing price gouging! This is neither environmentally friendly nor pocket friendly. more
