Making Municipalities Deliver - Inputs Needed
For Swachh Bharat Mission to be successful, one of the most critical requirement is to ensure that municipal workers and supervisors are doing their job effectively.
With this post, we would like you to give inputs to help develop a mechanism through which citizens actively contact workers/supervisors responsible for their block/ward to ensure regular cleaning is being done effectively. Also, a mechanism needs to be put in place where the collective citizen community has an easy way to escalate matters to local municipal leaders if the cleaning staff/supervisors are not delivering.
Please share your detailed views on how this can be done. The objective is to have a framework/checklist through which citizens can take action to hold municipal workers accountable, collectively work with municipal body to raise issues like lack of equipment availability, resource/training needs, etc.
While citizens can and should do their bit towards good civic sense and cleanliness, their more active involvement is required to help ensure civic agencies are doing their bit and if there is lack of resources/poor management/mal practices, they are also highlighted quickly and rectified.

He should tell citizens that if municipal workers don't work then citizen should report to him and afterwards all responsibility will be of nigam parshad of any wrong doing.
I am sure each nigam parshad have 40-50 colonies under his area, and each meeting takes hardly 30-40 minutes So whole of his area can be covered in 3 months time by arranging one meeting daily. So this way accountability is attached with all three i.e. citizens, Municipal workers and nigam parshad. Other wise nigam parshad are nothing but undue weight on the society. more

On the subject "Making Municipalities Deliver" under Swachh Bharat, I
suggest the following for consideration -
"There should a regular quarterly open meeting in every ward of each
Municipality on the evening of any weekly holidays under due publicity
attended by the citigens & Councillor of that ward as well as some of the
senior level Municipality officials responsible for cleanliness of that
ward. The meeting will discuss all relevant points raised by the
participants for maintaining cleanliness of the ward and suggestions agreed
upon therein will be communicated to the Mayor and Commissioner of the
