Making Municipalities Deliver - Inputs Needed

Dear all:

For Swachh Bharat Mission to be successful, one of the most critical requirement is to ensure that municipal workers and supervisors are doing their job effectively.

With this post, we would like you to give inputs to help develop a mechanism through which citizens actively contact workers/supervisors responsible for their block/ward to ensure regular cleaning is being done effectively. Also, a mechanism needs to be put in place where the collective citizen community has an easy way to escalate matters to local municipal leaders if the cleaning staff/supervisors are not delivering.

Please share your detailed views on how this can be done. The objective is to have a framework/checklist through which citizens can take action to hold municipal workers accountable, collectively work with municipal body to raise issues like lack of equipment availability, resource/training needs, etc.

While citizens can and should do their bit towards good civic sense and cleanliness, their more active involvement is required to help ensure civic agencies are doing their bit and if there is lack of resources/poor management/mal practices, they are also highlighted quickly and rectified.

To start with, Nigam Parshad should arrange meeting of Citizens colony wise with the municipal worker and supervisor of that colony and develop an interface of Citizen and municipal workers and share their phone no etc to each other.

He should tell citizens that if municipal workers don't work then citizen should report to him and afterwards all responsibility will be of nigam parshad of any wrong doing.

I am sure each nigam parshad have 40-50 colonies under his area, and each meeting takes hardly 30-40 minutes So whole of his area can be covered in 3 months time by arranging one meeting daily. So this way accountability is attached with all three i.e. citizens, Municipal workers and nigam parshad. Other wise nigam parshad are nothing but undue weight on the society. more  
Hello to Everybody. Some nominal amount ex Rs. 10 can be collected from the local residents and can be given to the workers as gratitude from us. This can also be published in the Local new papers along with the Phone numbers of nmunicipality members with the time of cleaning may be twice a day(Afternoon and Night). In some places I found Corporation Notice board installed with the Phone numbers of Municipality Staffs which can be installed in every Locality. more

Kolkata for a long period to take care of my old ailing mother and uncle.
On the subject "Making Municipalities Deliver" under Swachh Bharat, I
suggest the following for consideration -

"There should a regular quarterly open meeting in every ward of each
Municipality on the evening of any weekly holidays under due publicity
attended by the citigens & Councillor of that ward as well as some of the
senior level Municipality officials responsible for cleanliness of that
ward. The meeting will discuss all relevant points raised by the
participants for maintaining cleanliness of the ward and suggestions agreed
upon therein will be communicated to the Mayor and Commissioner of the

We should first make the roads clean and waste removed. There are street vendors, commercial establishments throwing the waste at the end of the day. Every road should be cleaned at night only. Whatever is lying on the roads, pedestrian path way, under the bridges should be removed. If cars and vehicles are parked on the road at night they should be fined for parking the car on the road and open spaces should be converted to parking area around the housing locality. There should be 3 year moratorium to all house owners to build their garage or parking area there should be 100% parking within house premises should be achieved. After 3 years paring on the road should invite parking charges per hour basis. more  
Over flowing garbage is a very common problem in all cities and towns. Collection of garbage has to be more frequent instead of just once a day as it is done now. more
