In case of industries they require (1) Land, (2) Water, (3) Power, (4) Raw Materials Like Coal, Gas etc(5) Pollution Control Clearenses, (6) Environmental Clearenses (7) Import Export Licenses,(8) Permission by Government(in case of selective credit control materials and negative list materials, (9) Industry license/permission etc.(10) Bi-lateral agreements etc.
Let the requirement by above departments for each type of activity be kept on line. Let the papers be submitted to a single cell who will scrutinise and submit the file to each department (their required portion only) and retain the main application with them. As and when they receive approval or query it cab be forwarded to the applicant. This will save time. The departments may say Yes or No. But they have to do within 15 days and are accountable for every Yes or No. Every wrong Yes or No will face departmental proceedings and delays are to be punished.
In case the declarations by applicant prove to be false then he should be immediately punished under cheating/criminal offences. more
