Let us find that ONE WORD for such offenders... and raise alarm, because describing the act will never be easy for anyone.

This may pertain to citizen safety in general across the nation. In recent times many of the offenders commit such acts that it is even hard to imagine what they do leave alone describe or speak about it. We need to start "naming" such offenders so that a victim can start shouting.. " that name" to raise an alarm and people around immediately understand who the offender is and what was the person upto... Till now we have only thought of shouting " Chor Chor" to raise an alarm... when someone steals... but we need a word to start identifying such offenders so that women and children can raise an alarm right there when such acts are even attempted. Even the police and authorities will have to recognize and admit such complaints, instead of asking that lady or child to describe what exactly happened... and experience more discomfort. We seem to understand what exactly happened when someone shouts "Chor" right...? Similarly, We need to start identifying such people and start exposing them, so that just shouting that one word says it all. Its a pity, but we will need to invent that one word which may not exist in any language or dictionary yet. more  

Thanks for the thoughts and encouragement Firstly, A word like " BEROO - BEROO" may work perhaps given the recent case. That should NOT need any further explanation whatsoever. Secondly, a lot of such incidents are related to Vehicles - Cabs / Buses / Cars either as an aid in the crime itself or for running away after the crime. A safety net may be necessary for a Vehicle Tracking System together with a Video Surveillance + Route Surveillance necessarily turned on in vehicles availed by women/children or whoever wants it and Police Check points energized along those routes at least for irregular hours and unsafe routes to begin with so that one can track those specifically vulnerable cars and passengers to their safe destination. A packet worth less than Rs 500/- can be tracked today by courier companies over 4-5 days of its journey from start to end, I am sure our nation can afford the Technology to track the safe transit of our women folks & children and be willing to pay for it. more

Its an idea full of practical wisdom and very effective for prevention as also detection of crime against women. I eagerly looked for coments on this thought provoking suggestion but found none. I therefore dare to fall back on my young days memories and recall that we used to call a boy or a man who was a womaniser or always showed weakness for the women or enjoyed indulging in eve teasing or molestation etc. as THIRKY. But surely there would be other useful sugestions for this laudable idea. more
