Intro of Whistleblower Reward Program in CCI

A key challenge in preventing and fighting corruption is to detect and expose bribery,anti competition, fraud, theft of public funds and other acts of wrongdoing. One of the most direct methods of shining the light on corruption is whistleblowing. Bribes and backroom deals don’t just steal resources from the most vulnerable – they undermine justice and economic development, and
destroy public trust in government and leaders.The election of Narendra Modi as prime minister of India demonstrates that the Indian population wants change and supports actions against corruption (as do recent polls, such as the Lowy Institute study, which found that 96 percent of Indians believe corruption is holding the country back, and 92 percent believe that reducing corruption should be one of the government’s top priorities). To encourage citizens in reporting corporate frauds,bribery,anti competition practices the Modi Government should introduce a Whistleblower Reward program in the Competition Commision of India which laws in the current economic climate shall provide a financial boost to governments’ enforcement of anti-corruption laws. Today in US,the Dodd-Frank Act which rewards whistleblowers internationally 10-30% of the total amount recovered from corporates involved in bribery,fraud,anti competitive acts ,unethical business practice worldwide, is a huge success. Also a similar 'Reward Scheme' provided by the Indian Bureau of Economic offences coupled with a Whistleblower Program is the need of the hour for fighting corruption on a fast track. Alternately, suitable ammendment can be done to recently introduced 'The whistleblower Act 2014' to extend the same to CCI . This could also be suggested to the PM for his 'Mann Ki Baat' radio programme scheduled to be held on 29th Nov 2015. more

Obviously, like how u lodge ur complaint to CVC, they are supposed to keep ur identity strictly confidential as per the Whistleblower Act 2014. Another funny amendment in Budget 2015 is that the FM has reduced the custom duty penalty from 25% to 15% for Custom duty fraud/evasion ,which if one pays within 30 days of notice,no penalty is charged- the new cat & mice game introduced for custom officials by the government. Revenue evasion should have been stringent to deter willful defaulters to think twice before committing fraud. more  
There shall be the secret reporting system on net as otherwise , whistleblowers will not be there . Naxals , Maoists and some muscle power gang leaders are killing such real citizen mercilessly categorizing them as police Informers . more
