Inputs Sought: Swachh Bharat Cess Funds Deployment
Swachh Bharat Cess has recently been announced by the Ministry of Finance. We have observed through your comments that many of you are concerned about the effective deployment of these funds.
The key gaps that currently exist are in municipal capacity, procurement processes and on ground delivery. We would like to seek specific inputs on how through best practice sharing, citizen engagement, systems and reporting, an accountable system can be established to ensure Swachh Bharat Cess is being effectively spent and leading to results on ground.

The additional tax is very nominal and would not make such difference to domestic budget. After all, money is needed for achieving any thing. I believe sufficient safe guards have been put place veiz. identifying need, E- tendering etc. It is high time we start putting these in practice. more

Though it is a small tax which does not make much difference, but any fresh or increase in tax is opposed invariably. This is the job of local bodies which comes under state purview. Such bodies also collect the tax & cess through which the expenditure of cleanliness has to be met. Now central govt has become villain by collecting such tax. So far there is no accountability established on the staff who are responsible for cleanliness. Just by giving more funds to them do we believe it will be cleaner in future. more
