Increasing Utilization of Constructed Toilets

1. Cleanliness inside the toilets and outside should be ensured
2. Maintenance contracts of public toilets should be given to private organizations/NGOs and they should be paid on time/fair price
3. 24x7 availability of water should be ensured
4. 24x7 power supply should be ensured inside public toilets
5. Urinating/defecating in open should be made an offence with fines imposed
6. Usage of public toilets should be made absolutely free
7. Till the fine system is implemented, every time people use public toilets, they could be given a certain number of points. These points could later be redeemed for different purposes like mobile recharge etc.
8. Cleaning the toilet drains twice everyday should be made part of the maintenance process
9. Automatic room fresheners should be installed in all public toilets
10. All markets and public areas should have big sign boards indicating the presence of a public toilet
11. Children in school should be instructed to only use public toilets when the need arises and they are outside home
12. The exterior of the public toilets should be made colourful and catchy, so that it attracts the passer byes
13. Social campaigns should be drawn around how people could spread diseases like cholera, diarrhoea etc. and harm many others
14. Involved GNM & Aanganwari volunteers can counsel the rural villagers from health point of view to use toilets more

I feel the 14 points given above are vital and very likely will be helpful. As pointed out be me earlier, it is IMPORTANT THE TOILETS SHOULD BE WITHIN REACH WHEN NEEDED. There are long stretches of highways which do not have any toilets. It of ten becomes difficult for travellers by road to hold on the need to use them for such long duration and they COMPELLED to use open space. THIS MUST BE ELIMINATED BY PROVIDING CLEAN TOILETS A REASONABLY SHORT DISTANCES. Besides, every patrol/ gas filling station must maintain good, clean, and well lit toilets. Clearly visible signboards must be put up on highways and outside the eateries, patrol stations about the location of the toilets. AS FAR AS PATROL FILLING STATIONS AND EATERIES GO, I HAVE FOUND THAT EVEN IN THE LARGE CITIES LIKE MUMBAI, DELHI, AHMEDABAD HAVE TOILETS WHICH ARE TOO SMALL AND INADEQUATE, NOT KEPT CLEAN AND WELL LIT. AT A NUBER OF PLACES THERE ARE NO SEPARATE TOILETS FOR WOMEN. It is important that these things are rectified. ALL SUCH PUBLIC PLACES MUST BE WARNED THAT IF THEY DONOT RECTIFY THIS POSITION THEY WOULD BE HEAVILY FINED. PERIODICAL CHECK UPS MUST BE CARRIED OUT OF THESE PLACES BY HIGHWAY POLICE AND MUNICIPAL AUTHORITIES. IN THE CASE OF THE PATROL STATIONS THE CONCERNED OIL COMPANY SHOULD ALSO BE PENALIZED IF THE ITS PATROL PUMPS ARE FOUND DELINQUENT MORE THAN ONCE. A log book maintained at the concerned eatery/patrol station should show how often and when it was last inspected and by which authority. This will help in finding out whether inspections are carried out periodically. more  
We r lucky/Unlucky that the elected member fm our area is CM . As he is CM naturally he wont get time to see our area. I am saying this for Maharashtra. But request to deploy a good Candidate to look after us. more  
Modular Toilets clean from inside without too much good look (to avoid wastage of money) should be constructed with arrangement of cleaning.Out walls could be maintained by private companies for with free advertisements space. more  
Just making toilets does not ensure that they will be used as well. It is essential that toilet use should come up as a demand and not because it is in supply. Education is a must for change in habits and perceptions and there should be a multi-pronged strategy towards the same. Just running awareness campaigns will not lead to change in habits of the majority. We need to educate people. more  
now the toilet block should be portable with oh tank. there should be an app to tell the nearest place to download. more
