In life threatening situations can one counterattack a dog

See attached video where a Cop shoots at dogs trying to maul a person in Philadelphia United States.

What is the legal position in India for police in such scenarios? Didn’t find anything in police manuals.

What happens if me or my child are attacked by a stray or pet dog. Can we counter attack in defence?

Every human has the basic right to protect oneself. Killing or maiming an animal is probably an outcome of defensive action. One will not look at a rule book first when extreme action is needed to protect one's safety and well-being. Having said this, humans should not pre-empt action based on mere assumptions. Especially dogs do not have sweat glands and they can go mad in summer months. Such dogs end up attacking people at random. There is a larger issue of ensuring safety and well-being of strays as well to mitigate such problems. Neutering will reduce breeding, while culling is cruely by humans. If humans have a right to peaceful life, animals also need it. We need to instill certain ways to ensure proactive care especially when the temperatures soar beyond 30C. Beyond dogs there are other creatures which come out when it gets very hot - snakes, rats, mice, bats, other disease carriers like squirrels and birds etc. Will humans exterminate everything and hope to survive? Everything is needed for a natural balance. We need to be specifically concerned only about the ones that have gone rogue or have potential to go rogue. Local authorities have to develop a sustainable action plan and implement it on a regular basis. This is multi-pronged action anging from food, shelter, medical care for animals, actions like neutering and monitoring by way of geo-tagging and monitoring. Eliminate a threat only if no other viable action is possible. more  
Unfortunately in India, Ms. Maneka Gandhi has messed up by making laws favouring pet animals and it has become real nuisance. Some concrete actions are needed to protect civilians from animals. more

The statistics show alarming number of dog bites and the deaths due to that. The matter of concern should be what the people and children go through just because there are laws that protect even the aggressive harmful dogs that terrorize and cause deaths. High time each city comes out with rules to introduce the old licensing system, so that there are no stray dogs at all terrorizing the helpless public. EVERY DOG SHOULD BE A DOMESTIC DOG WITH A LICENCE AS IN SOME COUNTIES. more
