I wanted to share one experience. In Land and revenue dept, all officers are frequently tranferrred but babus and low level staff like karmachari is never transferred. Ever in Hospitals lower staff is very old and even heads of institutes are scared of them, if they are transferred more frequently then it will help a lot. Now the point is that how do we make it happen. more  

These low level officials with co-operations from their higher officials are in the hands of Dirty Corrupt, Politicians, Business peoples and brokers. more  
This point is very much practical and this influences to malpractice and corruption. In practical these low level employees such as VAO (Village Administrative Officers), their assistants, Panchayat Presidents, Clerks in government offices are the once who are much familiar with that locality and people. Being familiar about that locality, they get money from fraudulent business peoples and brokers, they alter / forge the property documents, they artificially elevate the prices of the properties. Finally the genuine end buyers are in a position that they could not bypass them and had to pay unreasonable amount of money to get the documents clear and proceed with buying. These employes are the once who control the functioning of the government. The higher officials to these employees just listen to what these people say and do for the sack of money. So this new government should look into this serious issue which exists for several decades and do the necessary strict policy changes and monitor the functioning very closely. more  
I don't want to wait for Govt to make it. I want to ensure that it gets done, so how do I do it will make this forum important ! more
