I LIKE TO ADD SOME POINTS ON THIS IMPORTANT ISSUE AS FOLLOWS:

1. EVERY INDIVIDUAL CANNOT BE A TERRORIST. IN SO FAR AS TERRORISM WITHIN THE COUNTRY IS CONCERNED, THOSE INDULGING IN THIS HEINOUS CRIME OFTEN COME FROM SOME SPECIFIC GROUPS, COMMUNITIES OR LOCALITIES. IT SHOULD BE THE RESPONSIBILITY OF ADMINISTRATION IN THE RESPECTIVE AREAS TO IDENTIFY PROBABLE AND SUSPECTED PERSONS AND KEEP AN EYE ON THEM. IT IS NOT DIFFICULT FOR DISTRICT ADMINSTRATION AND POLICE FORCE TO FIND OUT AS TO WHO IS DOING WHAT AND WHY/
2. PEOPLE WHO ARE DEVOID OF JOBS, HAVE NOTHING TO DO TEAM UP WITH BAD ELEMENTS IN CARRYING OUT TERROR ACTIVITIES. THE SOCIAL SYSTEM SHOULD BE SO GEARED UP THAT EVERY INDIVIDUAL HAS SOME RESPONSIBILITY TO CARRY OUT AND EARN LIVELIHOOD IN A RESPECTABLE AND SOCIALLY APPROVED WAY.
3. REWARD SYSTEM FOR INFORMANTS ABOUT TERRORIST ACTIVITIES SHOULD BE DEVLOPED.
4. DISTRICT ADMINISTRATION SHOULD KEEP LIVE CONTACT WITH CITIZENS RATHER THAN WORKING IN ISOLATION.
5. THE DISTRICT ADMINSTRATION SHOULD PUBLISH A MONTHLY BULLETIN TO KEEP CITIZENS ABREAST OF EVERY ACTIVITY SO FAR CARRIED OUT FOR PUBLIC WELFARE AND PROPOSED TO BE DONE IN FUTURE AND ALL WHAT THE ADMINSTRATION HAS TO CAUTION AND SAY TO THE CIVIL SOCIETY FOR ITS WELFARE. IT SHOULD BE SUPPLIED FREE OF COS.T AT EVERY DOOR.
6 POLICE SHOULD KEEP AN EYE ON THE ENTRY OF NEW PEOPLE IN SUSPECTED LOCALITIES.
7. POLICE FORCE WHICH IS PRESENTLY A BURDEN ON SOCIETY SHOULD PERFORM AND MUST BE HELD ACCOUNTABLE AND RESPONSIBLE FOR THE CRIMES AND ALL SORT OF CRIMINAL ACTIVITIES IN THEIR RESPECTABLE AREAS.
8. THE CRIMINALS MUST BE PUNISHED WITHIN AT THE MOST IN THREE MONTHS. more  

I do agree with your view point Rana ji. It is unfortunate in our country that the already existing laws are not applied in letter and spirit and demand for more/new laws is made. With new laws police finds more avenues for taking bribes. more  
The courts are liberal in granting bails to terrorists/extremists. Conviction rate is very low. Political interference and poor presentation by Police falls in the way of timely judgement. Mercy petitions to The President defeat the judicial process which took decades to award punishment. The Law needs amendment to this lacuna so that terrorists do not think of availing any exit route. more  
any one not respecting India and our law should be punished immediately. example couple of years back some people damaged shahid smarak at Mumbai. what action taken on them, such people should be severely/harshly punished immediately in public, so others scarred to do that next time. see how the punishment is given to criminal or other whoever is doing crime in KSA more
