I am seeking the opinion of residents of Faridabad w.r.t Badarpur toll road and the fee being charged. As per notification dtd. 5th December 2008 of Ministry of Shipping, Road Transport and Highways, the fee for use of toll road has been prescribed on per km basis. I am reproducing below the Sec 4 of the said notification titled "Base Rate of Fee":
(1) The rate of fee for use of the section of national highway, permanent bridge, bypass or tunnel constructed
through public funded project or private investment project shall be identical.
(2) The rate of fee for use of a section of national highway of four or more lanes shall, for the base year
2007-08, be the product of the length of such section multiplied by the following rates, namely:-
Type of Vehicle Base rate of fee per km
(in rupees)
Car, Jeep, Van or Light Motor Vehicle: Rs. 0.65 per km
Light Commercial Vehicle, Light Goods Vehicle or Mini Bus: Rs. 1.05 per km
Bus or Truck : Rs. 2.20 per km
Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) : Rs. 3.45 per km
or Multi Axle Vehicle (MAV) (three to six axles)
Oversized Vehicles (seven or more axles): Rs. 4.20 per km

In my view the length of toll road at Badarpur is 4 Kms. With the above rates the rate should have been 2.60 based on 2008 basis. I am just wondering I am not wrong in the interpretation.

I look forward the opinion as well inputs of learned community so that the issue could be taken up suitably. more

Not sure how it is measured. We saw on Mumbai sea link the details available on project cost and toll collected till date. It can be implemented on all tolls for awareness and transparency. more  
There are few. points which need further search of records.1 Whether the 2008 notification is valid dropped or amended. 2 The flyovers on BOT may not fall in category of bridges or culverts. 3 These are casting differently due various factors constraints and pricing not uniform more  
It is worth examining.There may be some clause to give protection by which current rates are being levied. Elsewhere too rates appear more than what get worked out through above provisions. Virmani Ji doing a great job more  
I wish to make the following comments: 1. The toll collector is also responsible for maintaining the road, to whose satisfaction is not known. The recent court judgements say that if the toll collector does not maintain the roads properly, it may not collect the toll. Again, the adjudicating authority (perhaps Highway Authority) needs to take action. What action it takes, or does not take, is never made known to the public. 2. The duration for which the toll will be collected depends on the cost of construction and the number of vehicles using the facility. If the number of vehicles is higher than stipulated in the agreement, the duration should become shorter. But who collects the data and what action is taken is not known to the public. What we need is a transparent system. Otherwise we are subjected to exploitation more
