HR and OD Function in Indian Railways.

HR and OD Function in Indian Railways needs to be created with employees within the Indian Railways Organization (IRO) along with the induction of Professional at the higher level from the open market. The traditional ways of the Establishment, Personnel and Administration wing of the IRO outlived their relevance long ago.

Strange that even the Indian Civil Services do not have professional HR Team to take care of all HR related matters of the Indian Civil Services. It appears as though HR and OD function is essential only for the Private Organizations!! The huge body of HR and OD function developed in the world and India is not relevant to GoI !!

The creation of Ministry of HRD largely - even under the leadership of Mr.Modi - fits the phrase "window dressing". The very existence of Department of Personnel speaks of the double standards/ ignorance / seriousness of the GoI in leveraging the large pool of professionals well trained and developed in HR and OD function in the country.

Google is the best employer of the world and IRO engages lakhs of human resources and provides substantial remuneration and very high job security with no accountability and yet it is not the best employer though it is under the GoI. Is it not sufficient to understand the scope of HR and OD function in IRO in particular and GoI in general?

I had made several appeals to Ms. Smriti Irani to come out of the framework that was fixed long ago for MoHRD and become the real Professional HR team for the GoI. So far there is no response to this appeal. This makes one believe that change - though it is the permanent thing in life - does not impact MoHRD. I recommended for the merger of all HR related aspects that we find in various ministries to form one MoHR. The very existence of Dept of Personnel is an indication that Indian Civil Servants do not want accountability to be fixed to their roles.

When professional HR and OD teams are in place for the Indian Civil Servants, they would face the threat of becoming accountable. Who knows the SAP would find its way into the desktop and laptop screens of Central Govt Offices. more

Really if govt of india is looking for smooth and successful running of railways than. 1, removing all non productive/performing people from job. 2, keep only required no of people. 3.Stop reservation business in offering jobs and promotions as well. 4. promotion should be on the basis of performance, more
