How should States and Districts Unlock?

It is clear that the Unlocking post COVID 2nd wave lockdowns will need to be quite different than the Unlocking in 2020. This is primarily due to the following factors:

1) The variant B.1.617.2 is a highly transmissible strain 2) Per the latest advisory from Dept of Science, Govt of India, the virus aerosols can travel up to 10 meters or 30 feet and 3) Surface transmission (where droplets of one person on a surface can infect someone coming in contact with the surface) is also happening. 4) The DST has also advised double masking and 5) A lot of stress is on effective ventilation in homes, workspaces, hutments, public transport vehicles, etc.

With these considerations in mind, we seek your inputs on how unlocking should work. How should it work in the case of malls, markets, schools, office buildings, essential public places, non essential public places, public transports like metros/locals, buses, etc.

You all in this circle know how LocalCircles based on your collective inputs has been alerting the Government and in many cases they have acted and then some cases where they haven't like restarting flights from UK despite our surveys calling for continued ban have costed the country dearly.

Our hope is that with your inputs we can come up a plan on how state and district level unlocking should be done.

Based on identification and reduction of Covid cases, the lock down can be slowly relaxed. more  
6am to 12pm timing for all shops and businesses (excluding manufacturing companies) should continue for another 2 months. 12pm to 6am sec144. No public gatherings and functions. more

THIS THREAD STARTED WITH UNLOCKING. OVer 300 comments later you people are discussing oil prices!! Never will an ideal situation arise for opening up after the lockdown! People contented with their secure incomes are using alibis to further the status quo. Lockdowns, in effect, have become growth barriers. For many there is more needed to sustain than mere foodgrain, that government gives out as dole especially when they have put up with over 40 days being in lockdown. Not the pandemic, but government's response now causing this. We must optimise with calibrated reopening rather than keeping law abiding citizens locked. more  
Lockdown needs to be extended week by week till positive cases drops to 100 as this variant rapidly spreads . more
