Half Hearted Scheme Implementation

Ministry of Road Transport and Highways introduced online services commonly the citizens have to avail from various RTOs. One of the common service is pertaining to driving licences as it is also of recurring nature. With much funfare it provided online services. While online services having ease of convenience for both main stakeholders i.e RTO and the citizen, it also address the menace of corruption prevailing in the departments.

I planned to avail online service for change in address and renewal of the driving licence and was very much excited to see the online services. I applied for the same online but much to the surprise I found that there is no facility provided for making payments for the RTOs in the State of Haryana. I was just able to submit application only and need to visit the RTOs in person. This means the facility was upto only submitting the application duly filled in. Possibly the RTOs specially in Haryana are suffering due to corruption. The cashiers are charging more money than the applicable rates. The email addressed to the authorities remain unresponsive for last 5 days.

I feel perusal of the above would clearly indicates that the online technology has been implemented with half heart and possibly the Govt itself does not have will to reduce the corruption, the slogan of which is mainly limited to election hype.

Hope the Authorities would look into for corrective action immediately else it would be only remaining as election slogan to attract the votes more

The basic purpose was to highlight as how the Govt is making fool of public. We are getting news in TV media, Print media and other media that the Govt has created all online system. In this particular system of interaction with Transport Department for various services, the public has just got submitting online application and for associated jobs like depositing fee, one has to visit the RTO. Why the fee could not be remitted online which of course would have facilitated the citizen and definitely would have got rid of bribing the officials. The least they would have done is to submit hard copy by speed post and the licence would have been delivered by speed post at the registered address. That is the real meaning of online transactions not like that you fill up the form and go to the office, deposit money and then again go to office to take delivery of the licence. more
