From the heavy fines brought about in traffic rules makes one think whether govt is having finacial crisis and is trying to raise funds in whatever way possible.
As responsible citizens we have to suggest ways to govt in their "save finace" crisis.
Rs 10,000 fines per day for ex MPs who occupy govt quarters
Rs 10,000 fines per day for MPs who have arrears of telephone bills,EB bills and canteen bills.
Rs 1,00,000 fine per month who have sub let the govt quarters
Rs 1,00,000 fine for MPs who misuses their travel benefits
Rs 1,00,000 fine per day for MPs who are out of country forgetting that they have willingly taken the job of people representation and they should be on toes to take care of a few lac people.
Rs 20,00,000 fine for politicians who go abroad for medical treatment when they do not get treated like others . more  

In India the peoples' representatives, MP, MLA, MC et al. are only interested in having as much of the public funds for their enjoyment as possible. Service to people is NOT on their agenda. They will all vote to increase their own unjustified salaries and perks with no discussion at all regardless of party affiliations. Do you seriously expect them to frame the rules that will make them pay fines? It begs the question, 'who will bell the cat?'. more

Yes illegal occupancy, not paying utility bills, they should be heavily penalized. As issue of traffic fines has come up, auto and taxi drivers who refuse to go to particular places should also be fined. Government can create inter departmental teams who will also look for whether others are doing their duty or not. Or a vigilance department to ensure that field officers are doing their job honestly. Some serious efforts are need of the hour to ensure that rules and regulations are followed by everyone. more
