The neglect of Traditional view of a own House only has lead this situation in India . Secondly , the neglect in implementation & enforcement by the Urban Development Authorities since 1986 only is the absolute cause . The third and prime is that non planning of identifying and Town Development and equally the people 's crowding at Towns calling for expansion beyond the lively hood infrastructure and even the Basic Essential , i.e., The Trees & Parks with Trees . The Environment Authority also to improve this SITUATION without confining only to the Areas of Forestry and , the Cultivated Areas . The Governments had since 1995 itself neglected the issue of Land Utilisation and its connected issues taking away the vested authorities from the District Collectors WHICH ONLY LEAD TO MANY ILL FULL ISSUES AND MISUSES . Even now , the law of Land at District authorities and the law with UDA both are in life but set at different ways opted . Increased Population naturally expands towards Forestry and the Government Bodies are not to restrict since LAND IS SCARES . more
