Failure of Reservation Policy
There are two points one MUST consider for implementation of any and every policy.
1. The Policy itself to be implemented, and when implemented,
2. The checks done to ensure that the implementation is as planned.
How can the checks be done? When any company prepares it’s annual accounts, the checks are required through an audit.
Likewise, the Reservation Policy, which was framed almost 70 years ago, should have been audited from time to time.
But the mindset of government and government employees will NEVER consider such an audit, and hence no audit has ever been done.
3It is possible, that few checks might have been done here and there, but most probably, such checks could have been carried out by a team consisting members employed 100% based on reservation policy, and as per the experience, they would be more interested in doing good things for a particular section (like cast and/or tribe) under the policy. Needless to say, that outcome of such checks, if any, should go to trash cans.
What is needed in the audit, is a separate issue to be discussed and decided by the people’s representatives elected in various polls at various levels.
The first norms, such finalized, may NOT be perfect, but some start is required.
Or else, a person getting 20% of marks in an examination gets a job with authority to carry out functions, which are related to the faculty in which he/she has graduated, and one can imagine the outcome.
Anyone opposing this comment is biased because no such person would be willing to get medically examined and operated by a surgeon, who had secured 50% marks in SSC exam, and got all admissions based on one’s cast/tribe, completed the studies by taking many more years than required, finally passing with the help of grace marks, and finally the job with authority as medical superintendent or higher.
The person fighting for Reservation for one’s life time, only in such case, wants to up hold merit, and wants best medical treatment for oneself and one’s family members. Sick!

Publicizing the issue of the Agitating Patel on Hunger Strike concluding a 'WILL' on his properties definitely agitate that Section, Community. Governments will ever fail in their mandated Rule under such Circumstances and it is very high time for the Constitutional Bodies together end Caste Based Quotas , Reservations , Subsidies once for all AS ALREADY CONFINED BY Supreme Court of the Nation in 1963, 85 and, 92-93. Otherwise, it is never ending injustice that increase rigor in rivalry . more

While the issues of Jats that attained GOI promise, Patels that supported by Congress, Naidu/Kaapu that got promise by AP Govt., Addition of Castes to S.C. in Telangana State being convinced for addition, Maharashtra now facing revolts for Reservation to an another Section [ Maratwadas I think ] . HOW LONG THE EXECUTIVE OF INDIAN UNION AND, CONSTITUTIONAL BENCH OF SUPREME COURT carry / allow such unrest in the Union of States while there were SPECIFIC S.C. Judgments in 1963, 1985 and, 92-93 , is the issue un solved in the Rule of Law in the Nation . But still, general public those had been set for decades together neglect for their equally legitimate rights of the very same Constitution. [ S.C. already in the above Judgments specified that poorest of the poor are getting deprived of their right WHILE THOSE ALREADY ACQUIRED HIGHER ECONOMICAL STATUS ARE STILL AWARDED RESERVATIONS RESULTING THE DESERVING POOR LOOSE THEIR CONSTITUTIONAL RIGHT] . more

1. Implementation of Reservation was away from its Policy concluded [Classes] . 2. Checks directed by S.C. in 1963 , reminded in 1987 , re directed in 92-93 all grossly ignored continuing Reservations away from the policy planned, upheld and confined. Creamy layer was not deleted since after 63 ; 5 yearly Review was also set aside . Thus, the whole issue of Reservation Policy went absolutely against its concept ' Socially and Economically Backward Classes' . This has resulted 54% marks scored is selected while 86% marks scored candidate is disqualified to get Seat in Educational Institutions . The direction of S.C. for carrying Merit even in Reservation Quota thus diluted and set aside . The concept of Reservations as confined in Constituent Assembly is for General Category and not of Engineering , Medical ;; and also for General Category Jobs and not for the Jobs of Supervisory and Higher-ups. A. Policy of Article 15 [4], Policy of 41, Policy of 46 also were diversified from the true mandates of Provisions for Adequate Livelihood under Article 39 [a] where by the Life Article 21 was diluted. The issues taken up by the governments opting Freebees ; Subsidies ; Grants ; Concessions NEGLECTING THE VERY FUNDAMENTAL MANDATES OF ARTICLE 45 for Free and Compulsory Education ; ARTICLE 46 for Aided Education to Weaker Sections/ [ together with 15 [4] for Socially and Educationally Backward Classes ] . B. Though this injustice was directed for necessary correction in 1963, 87 and, 92, the Politically empowered Selfish Governments for their Vote Bank Politics , DID NOT CARE the serious protests of 1989, 90 where many were Shoot Dead ; AND DID NOT CARE the revolting protests that are taking place in many States during the last 10 years where many public and government properties were destroyed . C. THIS IS THE ABSOLUTE IRRESPONSIBILITY OF POLITICAL RULE and inability of the Judiciary in such a People's Democracy. more
