Engagement of Bureaucrats with Citizenry
80 percent of the senior bureaucrats of the Central Government are currently not engaged with citizenry. These are the decision makers, the policy makers and they do not have a presence on Social Media. Many are closed to new ideas or a new way of delivering governance and this is despite the Prime Minister's and their own Minister's engagement on Social Media. Many of the bureaucrats do not even realise that policies made in Government silos are hardly implementable. They think engagement with citizens will lead to more work.

Too much engagement on social media will divert their attention and lead to conflicts. For making any policy, they get directions from the ruling party - be it Rabri Devi, Mulayam Singh, Mayavati, Jayalalitha or Mamta. The Steel Frame (bureaucracy) is practically a wooden frame. Even the Ministers are shown the door if they take any policy decision without approval from the Party Boss/CM. However, it is a good practice to seek suggestions from public once in a quarter on the official website. more

It is not the volume of work that pulls down the Administrator , but the postponed, procrastinated work that will always look like Himalayas . They should start clearing one by one , so that Himalayas will become Vidhyas and the Palani Hills , Thiruparankunram and finally a small mound . If the Bureaucrat along with their staff have periodic inter active sessions with the public and gets to know the ground reality , and make the staff involve and delegate responsibility there will be chance for criticism . 130 Crore people don't come out with 130 Crore problems . The main Problems faced are , Availability of Water for drinking and washing , Garbage and Plastic disposal [a decade back the Lady collector made Nilgiris Plastic free , How ? Involving public , Private , citizens , business people ] , Promoting cast and religieous harmony , Sewage facilities , Roads , Health care , Education , Women safety , Crime and so on . This practice of Public debate on issues should be encouraged , so that citizens express their grievances and needs .
