Engage of MP and MPLAD

It has been observed that MPLAD funds are either not properly utilized or totally unutilized. The reason is simple. We can not expect from our MPs that they should survey their constituency and find out priorities of social & developmental projects. Moreover, most of them do not have adequate knowledge of gainfully utilizing the MPLAD funds. That is why MPLAD funds are mostly used in limited areas like public toilets, ambulance, bus stand, hospital beds, etc and thus, returns on socioeconomic index for MPLAD projects are limited.

My suggestion is that MP/concerned government agency in collaboration with consultants/experts, IITs, IIMs, engineering colleges, NGOs, etc survey each LS constituency and identify short-term, mid-term and long-term social & developmental projects with estimated capital outlay, priorities, implementation time and benefits to citizens. Experts are asked to prepare a project report based on these findings with their recommendations and submit to the designated MP/concerned government authorities maximum within 6 months’ time.

MPs in consultation with the concerned authorities select a few projects so that MPLAD funds can totally be utilized within specified time. A project consultant should be employed to monitor the projects so that they can be completed within scheduled time under strict cost control. MPLAD funds can gainfully be utilized for asset creation of the nation if the above steps being followed. more  

I think the reason that MPLAD funds are mostly unutilized is that MP.s fail to maintain contact with their electorate after elections, preferring to be surrounded by yes men who see to it that they can not meet common people and only men that the yes men want the MP to meet, many times for their not so-legal work. The way to go forward is to have a t4eam of opinion makers who do not aspire for political posts and give honest opinion as think-tank, have a web site where all the voters of his constituency can post their opinions on what is required for the constituency, and then analyze both opinions through a team of analysts, and set up what needs to be done, every 6 months so that the MPLAD fund can be well utilized. more  
Create an MPLAD e-Group where civilians and MP interact and volunteers undertake responsibilities. Constitute a Constituency Apex Committee that monitors execution of the projects, reporting to the MP on end use. Make MPLAD be part of a Vision Document for the constituency. Publish monthly review of Projects and utilization of resources so that the citizens are kept informed. Legislate requiring submission of MPLAD data in the nomination papers when MPs seek re election. Create All India ranks for MPs so that there is healthy competition between MPs. Highlight success stories through beneficiaries. more  
MPs must necessarily utilise their MPLAD for the benefit of citizens who have elected them for their area. They should not allow it to lapse unless they have developed cent per cent in their areas. MPs should on website n mail report to public about sanctions , utilisation report n also indicate benefits of it, . Tk Ramesh more
