Ending Manual Scavenging in India - Key Solutions

1. Adequate water supply should be provided to toilets in rural areas and urban slums via an execution plan under ULBs/Panchayats
2. People found defecating on railway lines should be strictly fined
3. Purchase and deploy mechanical pumps to carry out cleaning from railway tracks
4. People who employ manual scavengers should be should be criminally prosecuted
5. Once found that a particular house is using these scavengers, they should be given 6 month time to build normal toilets and loans should be given to them to build proper toilets
6. If in 6 month time they still don't build them, they should be made to pay higher house tax or fined more
7. Another solution could be more public awareness and providing security and confidence to the engaged work force
8. These people could be kept employed for maintaining the toilets after they are transformed
9. NGOs could be engaged to get jobs to these people
10. The present toilets on trains should be removed and new design toilets with holding tanks should be fitted to contain the sewage on the trains and not deposited on the tracks
11. Common toilets could be built in villages so that clean and hygienic facilities are available close by for the villagers
12. Bio-digesters could be used to provide eco-friendly and healthier toilets facilities more

I disagree on comments on the issue of defecating in open including the point listed at Srl no 2 . Not body want to go for open air defection for the pleasure of it. Banning it or making it a panishable act can NOT be enforced without providing enough number of public toilets for low income class of society in urban as well as rural area. How can Govt control open air defection by law in large number of villages where police constable visits once a fortnight/ month? Just try to ban open air defection along railway track in big cities, there will be public protest, trains will be stopped etc etc. Once adequate number of public toilets are made operational, open air defection will automatically stop. more  
A complex issue. Piped water supply for toilets in urban and rural areas will not work because after a couple of months the taps would be stolen and cisterns wont work. ULBs should get more Sulabh Shauchalayas in town areas and Panchayats should have at least one in each village. more  
Let`s think development of infrastructure required for Swachh Bharat Mission then enforcing the law against. more  
1. Defecating in open irrespective of on railway tracks or elsewhere, should totally be banned and people found disregarding the laws should be criminally prosecuted. 2. Manual scavenging should be totally banned and people found doing manual scavenging should also be criminally prosecuted. 3. There must be provisions for cleaning the tanks of the newly designed toilets in trains (as proposed above) during the running period, otherwise it may create new problems of over flowing and foul smelling. 4. Item No.11 - Maintenance of common toilets is very important and should be given top priority. Present concept of 'Sulabh Sauchalaya' is failed in absence of their proper maintenance. These toilets are in poor state and fully dirty and unhygienic, which are always emitting unbearable bad smell. more
