Eliminating Leakages in Swachh Bharat Delivery

1. There should be a clear road map laid down by the ministry about how every local bodies should utilize the Swachh Bharat funds including how, where and how much
2. ULBs should be instructed to publish an account of the fund usage every quarter
3. Details of all fund allocation transactions should be made freely accessible to the citizens
4. Government should advertise in all local newspapers and via Swachh Bharat circles, how much Swachh Bharat fund is allocated to each panchayat or ward
5. Every panchayat should display in their office notice boards how much money is allotted to them, how they have distributed to each ward and what improvement is expected on a measurable scale
6. Every district municipal office must have a basic ERP system that allows them to track projects, resources and progress
7. Standard municipal policies, processes and metrics must be established and every local body wanting to avail next round of Swachh Bharat funds must use this structure of tracking and reporting
8. Progress of work and fund spent should also be updated on municipal website and boards outside the municipal offices
9. It must be mandatory for municipal commissioner to connect and engage with citizens on Swachh Bharat
10. The Central Government should do surveys at city level directly to get the citizen pulse on ground with respect to their local bodies
11. Municipality/Civic Body must Involve people in Planning, Implementing and Monitoring of the projects at Gram Panchayats and Ward level
12. Third party concurrent supervision should be done on the Swachh Bharat fund usage
13. All the tender/order/name of supervision agency and bills must be available on site and may be retrieved up to 5 years from the date of completion
14. Audit must be carried out within six month of completion of project
15. Officers should not be transferred till audit is completed
16. The tendering system should be made online
17. Conflict of interest training must be given to all municipal officers and members of Gram Panchayat in a way they can understand
18. Allotting contracts to family/friends/related parties from the municipal funds should be made a cause for termination with corruption charges as applicable
19. Contractors should be certified and their names should be made public. more
