I do not agree that our students have to go through such policing in order to get educated. Abroad there are no such controls as mentioned by you. College education is extremely tough to get and very expensive. Only the serious students take it up - most colleges do more guidance than didactic lectures. It is expected that if you are a college student you would do everything possible to learn through self research and study - class is for clarifying doubts and understanding practical application and use of the knowledge gained through study. If your materials are good and you deliver a superb lecture on your subject then your classes will always be attended and full. There is no need to have bio-metrics and penalties etc. If interested students from other streams join in to listen to you then it should not be a problem - the idea of teaching is to disseminate knowledge and skills not resort to policing. more  
Considerable No. of Lecturers and Professors still lack Teaching Tactics etc., etc., Some Students possess high IQ too. more  
Many States had granted permissions to Private Colleges and Universities which now found to be of insufficient Staff and inadequate requisite Facilities. About 250 of such are found in Telangana State and is the proof of One State. There is need to impose and enforce strict mandates for [1] Talented Staff [2] Disciplined Teaching and learning [3] Requisite Facilities before issuing permission for Commencement of Courses [4] Arrest of Unionism that has been resorting to threats to College Managements. Atlease these 4 are the inevitable mandates for all Educational Institutions BESIDES THE VERY ISSUE OF REASONABLE FEE FIXATION THAT HAS TO BE VESTED WITH THE CENTRAL UNIVERSITY OF THE AREA/STATE. Discipline and the requisite relation between the STUDENT AND TEACHER/LECTURER/PROFESSOR ----- IS A MUST TO BE INCULCATED for good run of Education. Ex President of India Sri Pranabh Mukherjee particularly called for attentive action on Elementary Education, Intermediary Education and, the Graduation, referring the then motto of Education and empowerment of Universities like Nalanda and Banaras IN HIS MESSAGE TO THE NATION IN AUGUST 2013 and, need to be also put in practice . more  
Sciences and Technologies since after 90s mostly diluted consequent the diversification in the Issue of Research and Development wings like NCL, NPL, RR Labs etc. more
