E-mail Policy of Government of India' - New notification

Scope: Only the e - mail services provided by NIC, the Implementing Agency of the Government of India shall be used for official communications by all organizations except those exempted under
clause no 14 of this policy. The e - mail services provided by other service providers shall not be used for any official communication.
This policy is applicable to all employees of GoI and employees of those State/UT Governments that use the e-mail services of GoI and also those State/UT Governments that choose to adopt this policy in future. The directives contained in this policy must be followed by all of them with no exceptions. All users of e-mail services can find further information in the supporting policies available on

It is written that many of the key officers in Government organisations would have 2 mail ids, one on designation based and the other on name based.
However, I could find anywhere ( even in other related documents) when would they respond back to the e-mails? We have discussed the accessibility issues of government officers in other threads, one of them being the e-mail channel. Until unless, they do not start responding back to the mails on daily basis, none of these policies are relevant.
When would the Government working culture match the industry standards? For example, http://www.nbaind.org/views/Home.aspx is premier government body. There is big display in the home page to invite mails for membersecretarynba1@gmail.com ! more
