Delivery of Heritage Cities - Inputs Sought

Last year, 431 Crores of funds have been allocated to development of eight heritage cities i.e. Varanasi, Mathura, Ajmer, Dwaraka, Badami, Vellankini, Warangal and Amaravati.

Attached are the key gaps and opportunities identified by you for Heritage Cities. Kindly review them and assuming the local civic bodies have access to the funds, please share your views on a delivery mechanism to ensure effective and timely delivery of this initiaitive.

Have a mechanism to check the civic body if it has spent the allotted amount and what is new on the ground.If you do not instill that the civic bodies are dens of corruption. My additional points are 1- Tourism deoartment must be a corespondent on these heritage cities and must gave a plan with a list of some specific project if development to be audited after completion. 2- Basic needs like Big parking places for the vehicle parking and with a restroom facility and guest houses to Accomodate middle class tourists. 3- Metered taxis,autorikshaws and people friendly police posts. 4- abandoned temples ,delapitated temples should not have pooja facilities as it will hurt Hindu feelings .Warangal temples some are being used. 5- non availability of official tourist guides is glaring. 6- strict auditing of the funds spent must be done . 7- Still all your eight cities are bad for visitors ,it us not safe ,secure friendly. more  
Heritage Cities 1 It is positively a good initiative by the present Govt. 2 Each Heritage city has different issues to be accounted for by the City Planners. 3 All Heritage cities will have floating population. In some cities like Ajmer, it is seasonal rush of floating population. There has to be adequate economical accommodation for low income strata of the visiting public. There will be heavy demand on cleaning and waste management during peak periods. Therefore, ULB has to have mobile Toilets, Dust Bins and provision for additional man power for cleaning and waste management. 4 ULB of each Heritage City should have CPM chart indicating the various tasks to be undertaken, time schedule for each task, and Team Leader responsible to execute each task. 5 There should be cash flow statement linked to phsyical progress at site. 6 A third party professional check on the quality of work and physical progress may be considered. more  
It is good to have this special drive on heritage locations. The priority shall be for cleanliness and it should be a continuous process more  
Many leaders are hesitant to use these funds, as they have to be responsible for accountability, which many of them do not wish to take. The executive however, can do, but inspection and will to push in the departments are required. Of course, we can not remain negative because of this. I think the executive staff should come for dialog with citizens for a better implementation of any of these projects. more  
Allotment of funds for heritage sites is OK, but it should be utilised in timely, instead of spending in establishment expenses. more
