Customs clearance

I desperately need support from higher government officials to do away with the unnecessary delay and withholding of consignments by customs.
1. Why can't there be direct clearance
2. If there are doubts then the customs can ask for relevant information and in absence take extremely strong steps
3. If the supplier is same, product is same, importer is same, why there is a repeated need to send the consignment for PHO...
4. Why there is no system of getting advance determination... the facility is only available in case a material comes and customs with hold the same.. an extremely costly affair.
5. The CDTL lab takes a huge time to give result.. the consequent is payment of huge demurrAge, CFS charges etc. WHY CANT THE MATERIAL BE ALLOWED TO BE CLEARED AND THEN SEND FOR TESTING
6. Why the clearance takes 10-15 days time leading to unnecessary payment of CFS charges
7. If the customs is streamlined and 100% is done online and also 100% is done in advance - in case of all sea shipments, there is 100% cost reduction and the same will be transferred to the end customer.. today due to very high inefficiency, the customers also know there is a big cost and they are willing to bear and pass on the same to end user.. this cost can be easily reduced by 1% to 2%. JUST IMAGINE. more

THERE IS A TRUST DEFICIENCY. IT IS WELL KNOW FACT THAT LOTS OF BUNGLING GOES ON IN IMPORTS AND EXPORTS. WHAT NOT IS IMPORTED IN NAME OF SCRAP. EVERY POSSIBLE THING IS DONE TO UNDER VALUE IMPORTS AND OVER VALUE EXPORTS. STILL THERE IS ALWAYS ROOM FOR IMPROVEMENT AND SPECIAL CONCESSIONS MUST BE GIVEN TO TRUST WORTHY REPEAT/REGULAR IMPORTERS/EXPORTERS. HOPE MODI GOVERNMENT WILL TAKE URGENT NECESSARY ACTIN TO CLEAR THE MESS IN CUSTOM CLEARANCE more  
I have seen how custom works in foreign countries.They work 24/7/365 and material is delivered without any hassel and in shortest possible time.This save time and money and increases productivity of the company.Our government should look in to this aspect and increase productivity and thus we can be competent price wise in international market. more  
we are importing stone crushed and screen since 1998 and still no customs asked for pytho certificate which is required for pharma , food and agri industry now customs at nhava sheva asked us to bring that certificate the pytho authority can not issue for minerals and stones but they insist what to do also fumigation is not required still some ask for that also we can not understand how custom officer demand such certificate which not relavent to the material who sill solve this problem more  
Customs is the Most Corrupt deptt in India.Right from Loader to the DC one has to bribe his way out lest face delay and harassment. The customs officials hold hapless importer to ransom knowing fully well that the importer will lose money for every day of delay.In the name of preventing fraudulent imports the customs resort to such tactics .So whether or not the import is genuine one has to pay .If the checks by customs is to apprehend and prevent illegal imports of goods incl under/overinvoiced goods then huge revenue must accrue to govt through penalties but that is Not the case .As a Window dressing measure Only one or two importers are apprehended and rest go scot free all hands in glove. more
