in US, or any European countries public are not allowed to fire crackers at all, not even within private space. On Independence Day or any other National Function, in a central location crackers are fired by AUTHORIZED PERSONS THROUGH REMOTE CONROL and thousands gather at alloted place at safe distance and watch in the night. The event lasts almost an hour or more. In India firing of crackers are left to children and during last journey many communities fire crackers much to the discomfort of public. In India firing of crackers must be totally banned and on occasions like Deepawali, different locations can be chosen and trained persons only allowed to fire crackers. I read in news today that a Judge has approached court to ban crackers in temples. Why only temples? Ban must apply to all and all occasions, except chosen festivals and authorized persons more

Sir, the US and Europe celebrate by sending in bombs and bombers and fighters to other nations and lit them up ... we are nation of innocents ... do not ban firecrackers ... lay down guidelines ... firecrackers really bring in jubilation and happiness ... exceptions cannot become law ... such laws will not prevail and will get exempted ... by legislating laws to prohibit essentials, we only make people lawless ... for certain things are difficult to implement ... more  
Such controls may not be possible in India where even the Uniform Civil Code itself was set off . It requires majority empowered in Parliament two Houses . Even then , in India , protests and massive revolts politically habituated while the Rules also set so establishing inability . Judiciary also is set with multiple backlog to deal or take any additional . more
