City level legislative structure concept in municipality

1. The state should break down the government into a city level legislative government structure
2. The Mayor should be the elected head of the city level government
3. Mayor’s team should comprise of the city council and corporators elected from different wards
4. The Mayor should be responsible for making the municipal policies for the city and running the entire municipality of the city
5. The municipal commissioner should be accountable to the legislative body to ensure the execution of plans
6. Systems should be put in place and technology should be used to carry out day to day work on ground level
7. These legislative municipalities should be allowed to plan they own budget and expenditures
8. Each of them should be asked to present a progress report at the end of each year to the state government
9. Uniform laws should be set up for all such bodies for proper implementation throughout the country
10. There should be a monthly meeting conducted by the corporator and ward people should be present to discuss various problems of the area with its solutions
11. Municipalities should also be allowed to frame their own by-laws which can be used in areas like sanitation, waste management and other such functions of the municipality more

Panchayati Raj and Municipal acts were enacted with the same aim you have proposed but at the time of implementation of such acts corruption at local level increases many folds and to contained corruption they have to enact amendments to curtail power and what we have now is the result of the same. more  
On my old suggestion I not got any reply and response from Municipality. (1) Area wise Safai kamadar (CLEAN PURPOSE DUTY PERSON) List , Time for sub ares wise safai kamdar list (3) SAME LIST SHOULD BE DISPLAY NEAR HOSPITAL NOTICE BOARD (4) AT PRESE SAFAI kAMDAR DOING ONLY 1 YO 2 HRS WORK SO VERY LOSS OF MUNICIPALITY ATLEMATE LOSS THE JAMNAGAR PEOPLE. (5) ONE OR TWO NOMINO OR WITNESS SIGNED REQUIRED FOR EVERY DAY CLEAN AREA.(6) IF ANY SUPRVISOR SHOULD BE CHECK EVERY DAY. more  
There must be a Proper recycle program as otherwise we will create another mess of dumping ground more  
Swach Bharat - Jamnagar. Now day to day improving Jamnagar clean. Few suggection I. Cleaning duty person Name and squ.ft time mention all area II . When not clean than inform like GEB. Present remarks that Cleaning persons are doing hardly two hrs work in two three days. May be i am doing mistake . Also mention name of Municipality List of area Survivor at near by hospital and common place. Benefit : Municipality expense reduce and upgrade cleaning work. In order to ensure the Sanitation Rules work, and on the spot fines become a reality, Sanitary Inspectors (like Traffic Police) should be authorised to enforce these, and challan/ fine/ refer to dedicated court - the offenders on the spot . more
