I am surprised this is age old problem, but no Govt has done anything. They gave reason that some LAKES, were covered for REAL ESTATE. Now the best solution is DESALINATION UNITS. In Gulf Countries this is being done big way, as there are no Rivers. There has to be a strong representation by Public, n expose Water Tanker Cartel, they get water, public does not get, how ? ????.
